Your Excellency,

I have the honour to inform you that, for the purpose of facilitating travel between Japan and Turkey, the Japanese Government is prepared to conclude with the Turkish Government an arrangement for the abolition of visas between the two countries, in the following terms:

1. Japanese nationals, whatever their place of residence, may proceed to Turkey without a Turkish consular visa for uninterrupted sojourns of not more than three months, provided that they hold a valid national passport.

2. Turkish nationals, whatever their place of residence, may proceed to Japan without a Japanese consular visa for uninterrupted sojourns of not more than three months, provided that they hold a valid national passport.

3. The provisions of paragraphs 1 and 2 of this Arrangement shall not apply to Japanese and Turkish nationals who wish to proceed to Turkey or Japan respectively with a view to staying there longer than three months or in order to carry on a trade, profession, or other gainful occupation ; such persons must in each case first obtain the necessary visa from the diplomatic or consular authorities of the respective countries.

4. The abolition of consular visas provided for in this Arrangement shall not exempt Japanese and Turkish nationals proceeding to Turkey and Japan respectively from the obligation to comply with Turkish and Japanese laws and regulations on the entry, sojourn, departure and employment of aliens.

5. Each of the two Governments reserves the right to refuse admission to or sojourn in its territory to nationals of the other country whom it deems to be undesirable.

6. Japanese and Turkish diplomatic and consular officers of the career service sent on mission to Turkey and Japan, and the members of their families shall be entitled to proceed to Turkey and Japan respectively without a visa of any kind, whatever the length of their stay, upon presentation of a valid national diplomatic or official (service) passport.

7. Either of the two Governments may temporarily suspend the application of the present Arrangement for reasons of public order. The suspension shall be notified immediately to the other Government through the diplomatic channel.
8. This Arrangement shall enter into force two months after its signature. Either of the two Governments may denounce it at one month's notice.

If the Turkish Government is prepared to accept the foregoing provisions, I have the honour to suggest that the present letter and your reply in similar terms should be considered as expressing the agreement between our two Governments.
