RULES OF APPLICATION
1. Use the single prime ( ʹ ) to separate two letters representing two distinct consonantal sounds when the combination might be read as a digraph.
2. Romanize foreign words that occur in a Uighur context and are written in Uighur letters according to these rules for romanizing Uighur.
