This book, written in August, 1899, and now first published in English, is of the utmost importance to socialists the world over. The entrance of Millerand, a socialist, into a capitalist state cabinet in France raises a question of tactics which must be settled. Liebknecht holds that the precedent is a wrong one. The key-note of his book is in this sentence:

"For our party and for our party tactics there is but one valid basis: the basis of the class struggle, out of which the Social Democratic party has sprung up, and out of which alone it can draw the necessary strength to bid defiance to every storm and to all its enemies."
