Your Excellency, I have the honour to acknowledge the receipt of your note of the 25t. February, 1949, in which you proposed that, notwithstanding paragraph (a of Article 7 of the Agreement signed on the 22nd September, 1948, betwee the Government of the United States of America and the Government c the United Kingdom of Great Britain and Northern Ireland providing fc the establishment of the United States Educational Commission in th United Kingdom, the Commission shall consist of fourteen members, seve of whom shall be citizens of the United States, seven of whom shall b citizens of the United Kingdom and Colonies. 2.

You furthermore proposed [See paragraph 2 of note I]

I have the honour to inform Your Excellency that the Governmen of the United Kingdom of Great Britain and Northern Ireland accept th above proposals and will regard your note and the present reply . constituting an agreement between our two Governments in this matte: I have the honour to be, with the highest consideration, Your Exce lency's obedient Servant, William His Excellency The Honourable Lewis W.
