  1. Either of the two Governments may temporarily suspend the application of the present Arrangement for reasons of public order. The suspension shall be notified immediately to the other Government through the diplomatic channel.
  2. This Arrangement shall enter into force two months after its signature. Either of the two Governments may denounce it at one month's notice.

If the Turkish Government is prepared to accept the foregoing provisions, I have the honour to suggest that the present letter and your reply in similar terms should be considered as expressing the agreement between our two Governments.
