(4) Each Commission shall meet when convened by the chairman and not less than once a year.
(5) Each Commission shall adopt its own rules of procedure.
(6) Each Commission shall establish, as far as possible annually, a plan of work and programme of objectives.
Article 10
For the purpose of this Agreement, the expression "German nationals" means holders of German passports or of identity documents issued by an authority of the Federal Republic of Germany and still in force.
Article 11
In this Agreement the expression "country" means, on the German side, the Federal Republic of Germany.
Article 12
This Agreement shall also apply to the Land of Berlin unless the Government of the Federal Republic of Germany notifies the Government of Japan to the contrary within three months after the entry into force of the Agreement.
Article 13
(1) This Agreement shall be ratified. The instruments of ratification shall be exchanged at Bonn. The Agreement shall enter into force one month after the exchange of the instruments of ratification.
(2) The Agreement shall remain in force for five years. On the expiry of that period it shall be renewed for successive periods of one year unless it is denounced by one of the Contracting Parties on one year's notice.
In witness whereof the plenipotentiaries have signed this Agreement and have hereto affixed their seals.
Done at Tokyo on 14 February 1957, in duplicate, in the Japanese and German languages, both texts being equally authentic.
