ment and introduction of lectures and courses of study on the language, literature, art or history of the other country or on other subjects related to its culture.
Article 4
The Contracting Parties shall consider ways and means of providing scholarships or other facilities to enable their nationals to study, undertake research or obtain further technical education in the other country.
Article 5
The Contracting Parties shall consider the possibility of recognizing the academic degrees and school and study diplomas of the two countries as equivalent for academic and, in cases to be specified later, professional purposes.
Article 6
The Contracting Parties shall endeavour to promote the establishment, administration and development of cultural institutes which contribute to the strengthening of cultural relations between the two countries.
Article 7
The Contracting Parties shall endeavour to promote collaboration between scientific associations and other cultural organizations.
Article 8
The Contracting Parties shall facilitate access to and the use of museums, libraries and similar institutions in their countries by nationals of the other Contracting Party.
Article 9
(1) Two Permanent Mixed Japanese-German Commissions shall be established, one at Tokyo and the other at Bonn, for the purposes of the application of this Agreement.
(2) Each Commission shall consist of the chairman and two Japanese and two German members. The chairman of the Tokyo Commission shall be a Japanese national, and the chairman of the Bonn Commission shall be a German national.
(3) The chairmen and members of the Commissions shall be appointed for Japan by the Japanese Government and, for the Federal Republic of Germany by the Ministry of Foreign Affairs in consultation with the Federal Ministers concerned and with the Ministers of Education of the Länder.
