The sums advanced under this credit shall be used exclusively for commercial payments to Switzerland as defined in Article 4 of the Payments Agreement, and through the medium of commercial accounts.

The Netherlands Government may also use the sums advanced by the Swiss banks for payments to the commercial account which the Banque Nationale Suisse will open in Swiss francs for the Nederlandsche Bank in its books. The assets of this account may not, however, be used for the partial or total reimbursement of the credit agreed to by the Swiss banks.
