Sir:

With reference to the Payments Agreement of today's date, I have the honour to request you to signify your agreement with regard to the following:

The Swiss Government will facilitate, by providing its guarantee, the assignment of a credit of 50 millions of Swiss francs to the Government of the Netherlands by a group of Swiss banks.
