Sir,

With reference to Article 4 of the Payments Agreement signed today, I have the honour to confirm the following:

(1) In the goods traffic between the Netherlands and Switzerland, costs of transport on the territory of a third country come within the scope of paragraph (b) of the aforementioned Article.

(2) Costs resulting from transit operations on the part of the Netherlands or of Switzerland, involving goods of any origin destined to any country, also come within the scope of the provisions of Article 4 of the Payments Agreement in so far as they represent remuneration for services rendered in either country to persons residing in the other country.
