In cases in which payment obligations between the Netherlands and Switzerland are expressed in the currency of a third country, such currency is to be converted into the currency of the debtor country at the rate of exchange in force on the day of payment before being paid into the commercial account of the bank of issue of that country.

With reference to the Payments Agreement signed today, I have the honour to point out that the commercial payments referred to in Article 4 would be permissible, in principle, in so far as they correspond to normal transactions justified by the business relations existing between the two countries.
