CONSIDERING that there is scope for cooperation between India and Brunei Darussalam in different areas of space applications relevant to Brunei Darussalam, in particular in the establishment and operation of telemetry, tracking and telecommand station for satellites and launch vehicles and for cooperation in the fields of space research, science and applications;

DESIROUS OF strengthening the traditional relations of friendship between the two countries and carrying forward the cooperation established through the 1997 Agreement and 2008 MoU;

HAVE REACHED the following understanding:

PARAGRAPH 1

TELEMETRY, TRACKING AND COMMAND FACILITIES

AT BRUNEI DARUSSALAM

The Telemetry, Tracking and Command Station set up by ISRO in Brunei Darussalam is known as the Indian Space Research Organization Telemetry, Tracking and Command Station (ISRO TTC Station).

1.1 The ISRO TTC Station consists of installation for:

. Reception and recording of launch vehicle / spacecraft telemetry

signals (e.g. telemetry receiving antenna, telemetry receiving system, de-commutators and display equipment, magnetic recorders); and

. Transmission of telecommand signals and tracking tones to launch

vehicles, spacecraft (e.g. transmission antenna, telecommand encoders and transmitter).

1.2 The ISRO TTC Station will primarily support all launch vehicles and satellite missions of ISRO. In addition, the station may be utilised when ISRO supports space missions of other space agencies on a cooperative and non-commercial basis, in consultation with the Government of Brunei Darussalam.

1.3 Frequencies and Licensing

1.3.1 AITI, as authorised by the Government of Brunei Darussalam, will be responsible for authorising and issuing licences for the operation of ISRO TTC Station and to make use of the radio frequencies and emissions at the ISRO TTC station in Brunei Darussalam that are required to perform the telemetry, tracking and functions defined in Paragraph 1. These radio frequencies and associated emissions parameters will be assigned by AITI
