EO 13412 Title 3--The President Counterterrorism and the Director of the Office of Management and Budget. Upon approval of the Plan by the President, the Secretary of Homeland Se- curity, assisted by the Task Force, shall coordinate the implementation of the Plan. Until the completion of such implementation, the Secretary of Homeland Security shall submit a quarterly progress report to the Assistant to the President for Homeland Security and Counterterrorism and the Di- rector of the Office of Management and Budget. Sec. 3. Assistance and Support. To the extent permitted by law, the heads of all executive departments and agencies shall provide such assistance and information as the Secretary of Homeland Security may request in carrying out the Secretary's responsibilities under this order. Consistent with appli- cable law and subiect to the availability of appropriations, the Department of Homeland Security shall provide necessary funding and administrative support for the Task Force. Sec. 4. Administration. This order shall: (a) be implemented in a manner consistent with applicable laws, including Federal laws protecting the in- formation privacy rights and other legal rights of Americans, and subiect to the availability of appropriations; (b) be implemented in a manner consistent with the statutory authority of the principal officers of executive departments and agencies as heads of their respective departments or agencies; and (c) not be construed to impair or otherwise affect the functions of the Direc- tor of the Office of Management and Budget relating to budget, administra- tive, regulatory, and legislative responsibilities. Sec. 5. Judicial l?eview. This order is intended only to improve the internal management of the Federal Government and is not intended to, and does not, create any rights or benefits, substantive or procedural, enforceable at law or in equity by a party against the United States, its departments, agen- cies, or entities, its officers, employees, or agents, or any other person.
