As you know, tho President has asked me to summarize as briefly and as objectively as I can the "Policy and General Observations" part of the Van Fleet Report, at the Council Meeting on October 28.

For your use in briefing the Secretary, I enclose my draft of such a summary.

This summary is not for distribution. The attached copy is intended only for you and the Secretary.
